From 17th to 18th in August, Huayang Ocean Research Centre (HORC) held a round table conference on “Innovation of Institutional Mechanisms for Marine Development and Protection -Dafeng Practice” in Yancheng City, Jiangsu Province. The conference focused on the topics of “Marine Development and Protection”, “New Productive Forces of Marine Economy” and “Integration into Yangtze River Delta Integration Development Strategy”, etc. Xu Bu, Chairman of the Institute of Global Development and Security of Jiangsu University, was invited to attend the conference.
Wu Shicun, Chairman of the Huayang Ocean Research Center and Academic Committee Chairman of National Institute of South China Sea Studies, and Wang Lianchun, Member of the Standing Committee of the Yancheng Municipal Party Committee and Deputy Mayor of Yancheng, delivered opening remarks. Attendees of the conference included Wang Hong, Vice Chairman of the 14th National People's Congress (NPC) Environment and Resources Protection Committee, former Deputy Minister of Natural Resources, and former Director of the State Oceanic Administration; Liu Zhenmin, Special Envoy for Climate Change Affairs of China, former Vice Minister of Foreign Affairs, and former Deputy Secretary-General of the United Nations; Hong Yinxing, former Party Secretary and Senior Professor of Liberal Arts at Nanjing University; Zhang Rong, Party Secretary of Xiamen University and Academician of the Chinese Academy of Sciences; Wu Changyuan, former Executive Vice Governor of Hainan Province; Pan Xinchun, Vice Chairman and Secretary-General of the China Ocean Development Foundation; and Zhu Feng, Executive Dean of the School of International Relations at Nanjing University. During the conference, Zhou Bin, Party Secretary of Yancheng, Zhang Mingkang, Mayor of Yancheng, as well as Li Zhijun, Party Secretary of Dafeng District, and Dai Yong, District Chief Executive of Dafeng District, either paid visits to some of the participating guests and met with all the delegates.
During the meeting, Wang Lianchun presented the achievements of Yancheng in economic and social development, particularly in the realm of marine industry development and marine ecological and environmental protection. He emphasized that marine industry has emerged as a significant driving force for economic growth in Yancheng. Coastal areas such as Dafeng have taken the lead nationwide in the development of emerging marine industries, including offshore wind power equipment manufacturing and power generation, hydrogen production from seawater, and seawater desalination. While exploring and building new forms of marine productivity, Yancheng is also committed to marine ecological protection. A number of ecological conservation projects, such as the Red-crowned Crane Reserve and the Elk Reserve, are leading the way globally.
After listening to the report from the research team, the experts at the meeting engaged in discussions surrounding various topics including global trends in marine economic development, the strategic deployment related to marine economic development outlined in the Third Plenary Session of the 20th Central Committee, the connotation and prospects of new forms of marine productivity, and potential new growth points for marine economic development in Dafeng. In his speech, Chairman Xu Bu noted that President Xi Jinping has issued important instructions on the development of the marine economy. Yancheng should develop high-quality marine economy, tap the potential of its tidal flat economy, expand green energy economy, and continuously enhance the level of outward-oriented economic cooperation.
